In the past, firefighter accountability was a singular focus; it was intended to keep track of firefighters on the fire ground. But that particular focus fails to address many risks that can occur outside of onscene incident operations. It misses the risks to personnel during a response, and it doesn't consider the risks that firefighters can face anytime they are on duty, even at the firehouse.
As fire service leaders, we are responsible for the health and safety of the personnel any time that they are on-duty. Chances are that your existing systems and workflows are only capable of giving you incomplete personnel accountability information. We are often partially or entirely unaware of which personnel are in the firehouse, who is responding, who is on the apparatus, and who is operating at the incident, particularly if we rely upon volunteers to provide or supplement staffing. We have no margin for error. Anything less than 100% accountability of all on-duty or responding personnel is a failure of our system.
The risks of not having complete information available in real-time are apparent. If the apparatus is involved in an incident while on the road, can we instantly identify who is on that rig? Can we see in real-time the on-duty staffing at our firehouses? Does it meet our service level expectations? Have all responders arrived as expected? Can we determine if we have an effective response force ready to mobilize as an incident is received? Do we have adequate resources responding to mitigate the incident effectively? Who are the personnel operating at each emergency call? Can we do any of the above remotely, with only the technology in our pocket? Typically we cannot answer "yes" to all of these questions.
We have redefined firefighter accountability to improve firefighter safety. Firefighter accountability can no longer be limited to incident operations or working jobs. Catastrophic events can occur at any time, during or outside of response and operations. As fire service leaders, we need to take a holistic view of accountability and understand the location and status of anyone and everyone who is "on the clock."
